Wifi won't stop scanning

So my wifi is off, I have wifi and Bluetooth scanning off in location, but even after a reboot wifi usage under battery stats cane back on by itself after about half an hour afyer the reboot.
Anyone else have this, and how can I turn off wifi permanent?
