Sticky notification in the notification panel

Is there any way to make notifications of S Memo sticky? Or is there any reminder app that will provide me the feature of sticky notification? I have got a few apps that make a continuous sticky note in the notification bar. But I want the notification to be appeared at the time of reminding me of something.

I use rooted Samsung Galaxy Note 4 SM-N910C (marshmallow)
